Принятию какой-либо территории в состав Соединенных Штатов предшествует длительная процедура: обязательное принятие территорией собственной конституции, которая должна удовлетворить Конгресс США Congress, принимающий решение о ее принятии в состав Соединенных Штатов admission to the Union.
